China:India Made Final Anti-Dumping Decision on Spot Contact Bearing From China

Recently, Ministry of Industry and Commerce of India has made the final anti-dumping decision on spot contact bearing which concerning China. Huanchi Bearing Group Co. gained position of market-oriented economy, the ruling dumping range is 3.13%, the others companies¡¯are 280.01%. Companies from Russia, Romania and Poland are 181.46%¡«368.21%. In 2002, Ministry of Industry and Commerce of India received applications from India National Engineering Industry Co.,FAG Bearing Co.,NRB Bearing Co.,SKF Bearing Co.and Tisco Co.On Oct.7th, 2002, Ministry of Industry and Commerce of India began the anti-dumping investigation on spot contact bearing and spare parts which from China, Russia, Romania and Poland. At the end of 2002, Ministry of Industry and Commerce of India made tentative adjudication: imposed 90%¡«300% anti-dumping duties. Others exceeding 400% dumping duties. The Chinese enterprise that prosecuted had to quit from the Indian market. India demands bearing greatly, it is one of the most important export markets to Ningbo region. The export value of bearing products from Huanchi Group Co.reaches US$8milliom per year on Indian market. In Feb.of 2003, Ministry of Industry and Commerce of India called together importers, customers, Indian bearing enterprises and Huanchi to have a reply. Representative of Huanchi enumerated lots of facts and data to prove that the bearing exported to India doesn¡¯t causes dumping behavior with regard to Indian bearing products. After that, Ministry of Commerce of India went to Huanchi for a on the spot check. In Sep.of 2003, Ministry of Commerce of India admitted the position of market-oriented economy of Huanchi. On March 22nd, 2004, Ministry of Commerce of India formally informed Huanchi that their bearing products share zero duty treatment on Indian market. It was learned that victory of Huanchi enables it strengthen the Indian market, also many Chinese bearing enterprises benefit from it, 400 enterprises of Ningbo region included.
